Instructions:
- Start by placing the fine bulgur in a bowl and pouring the hot water over it. Mix well, cover the bowl with a cloth or plastic wrap, and let it sit for 15-20 minutes until the bulgur absorbs the water.
- Meanwhile, boil and mash the potato. Grate or finely chop the onion.
- Heat cooking oil in a skillet. Add the onion and sauté until softened. Then, add the tomato and pepper paste and continue to cook until fragrant.
- To the sautéed onion mixture, add the boiled and mashed potato, cumin, red pepper flakes (if using), salt, and black pepper. Mix well and remove from heat.
- Prepare the köfte mixture by combining the soaked bulgur and the prepared potato mixture in a bowl. Knead until well combined and the mixture reaches a homogeneous consistency.
- For the filling, heat cooking oil in a skillet. Add the finely chopped onion and sauté until translucent. Add the chopped walnuts and sauté for a few minutes. Then, add the tomato paste, pepper paste, cumin, and chili powder (if using). Stir well and cook until the filling is fragrant. Remove from heat and let it cool.

- Once the filling has cooled down, prepare the coating mixture by mixing the fine bulgur, hot water, all-purpose flour, salt, and black pepper in a bowl. Knead until a dough-like consistency is achieved.
- Take portions of the bulgur dough and shape them into small balls. Flatten each ball into a circle and place a spoonful of the filling in the center. Close the edges to form a ball again and shape it into an oval or cylindrical köfte.
